Introduction :

             The District Rural Development Agency, popularly known as DRDA, has traditionally been the principal organizing agency at the district level to oversee the implementation of different anti-poverty programmes under the control of Ministry of Rural Development both from the Government of India and the state Government.  DRDA is visualized as a specialized and professional Agency, capable of managing the anti-poverty programmes initiated by the Government of India on One hand and to effectively relate these two to the overall effort of poverty eradication in the District and in the rural areas, where 3/4th population are living. It is implementing a number of schemes which aim to enable the rural people, to improve the standard of their living and eradicate poverty and assuring the speedy socio, economic programmes are the ultimate goal. Accordingly, the thrust of the rural development programmes are to bring all round social and economic transformation of rural areas in the multi-pronged strategy aimed to reach out the main advantages of the underprivileged and the poorest of the poor living in the rural areas.

 

 Establishment of DRDA

             The District Rural Development Agency, Thoothukudi was established in 1986 and prior to that, Small Farmers Development Agency was a nodal agency to oversee the implementation of different anti-poverty programmes. DRDA is being administrated by the Additional Collector (Dev.)/ Joint Director / Project Director and is funded in the ratio of 75:25 basis between the Government of India and State Government with effect from 1st April 1999. DRDA is a registered body, registered under the Societies Registration Act having a separate identity.  The District Collector is the Chairman of DRDA.  The Governing Body shall carry out the administration of the DRDA.  The Governing Body of the DRDA will provide policy directions, approve the annual plan and also review and monitor the implementation of the plan, including the different programmes.  They shall give such directions to the DRDA as may be necessary from time to time.  The Governing Body of the DRDA will meet once in a quarter. 

 

Method of work implementation by DRDA

             One technical wing headed by Executive Engineer Cadre has been formed at district level for the implementation of various centrally and state sponsored schemes, which are being implemented through DRDA to provide infrastructure facilities in rural areas. Moreover, for the effective monitoring and execution of various schemes all over the District, the Technical Wing has been divided into three Divisions, one at Thoothukudi, another one at Kovilpatti and the last one at Tiruchendur and all are functioning under the leadership of Assistant Executive Engineers. In addition to that technical wing, the existing units of District Panchayat, Panchayat Union and Village Panchayat, which are functioning at district level and comes under the three tier system of Panchayat Raj are also assisted DRDA for the implementation of schemes. Moreover, Line Departments like PWD, Town Panchayats etc. are also executed some works under the schemes such as MPLAD, MLACDS, Village Self-Sufficiency Scheme, which are also being implemented through DRDA. Particularly the Village Self-Sufficiency Scheme is being executed with the cooperation of public also.

 

Monitoring System

             To review the progress of Centrally Sponsored Schemes, Vigilance and Monitoring Committee, headed by Member of Parliament of the Nodal District has been formed and it is conducted District Level Review Meeting once in a quarter every year. Moreover, National Level Quality Monitors and State Level Quality Monitors are visited frequently to ensure all the works, particularly all the roads works, executed under PMGSY and NABARD Schemes, have been executed with quality and adoption of guidelines.
