UNORGANISED WORKERS WELFARE BOARDS
INTRODUCTION
1. Tamil Nadu Government enacted Tamil Nadu Manual Workers (Regulation of Employment and Conditions of Work) Act, 1982 of regulate the conditions of Work and to provide Social Security to Manual Workers engaged in the employments mentioned in the schedule to the Act.
2. The Government of Tamil Nadu established the Tamil Nadu Construction Workers Welfare Board in the year 1994, for the welfare of workers engaged in construction industry.  Again, the Government of Tamil Nadu constituted Tamil Nadu Manual Workers Social Security and Welfare Board on 17.03.1999 and framed Tamil Nadu Manual Workers Social Security Welfare Scheme 2001 to provide various welfare assistance to the manual workers.
3. Tamil Nadu Manual Workers Social Security Welfare Scheme, 2001 has been replaced by Tamil Nadu Manual Workers Social Security Welfare Scheme, 2006.
4. There are 17 Unorganised Workers Welfare Boards functioning under the administrative control of the Labour Department.
5. Details of Assistance

REGISTRATION
The manual worker who has completed 18 years of age but has not completed 60 years of age engaged to do any manual work in the scheduled employment under the Tamil Nadu Manual Workers (Regulation of Employment and conditions of Work) Act,1982 is registered with Board and are issued Identity Card free of cost.

PROCEDURE FOR REGISTRATION
The Applications for registration of the Manual Workers along with the employment certificate issued by the employer or the registered trade union or Assistant Inspector of Labour or Assistant Inspector of Factories or Registered contractor or Government organization or agencies engaged in building industries or Village Administrative Officers are received in the Office of the Labour Officer (Social Security Scheme) at District.

The eligible applications are sent to the Village Administrative Officer’s / Revenue Inspector’s (Chennai only) for verifications within a week time.  The Village Administrative Officer’s / Revenue Inspector’s (Chennai only) shall make necessary enquiries and send the application within 15 days after due verification.

          The Identity card are issued to the worker within a period of Seven days after receiving verification certificate from VAO / RI. On the whole, the registration card should be issued to the manual worker within a period of 30 days from the receipt of his application in the Labour Officer (Social Security Scheme) office.
RENEWAL
Every manual worker whose name has been registered shall renew his registration before the expiry of the period of two years.  A registered manual worker who fails to renew his registration shall cease to be member automatically.  A registered manual worker whose membership ceased may be re-admitted by the Labour Officer (Social Security Scheme) of the respective district> after due verification.
Notwhithstanding his re-admission he shall not be eligible to claim any benefits that may become due during the period of non renewal.
CLAIMS
Personal Accident Relief:-
All registered manual workers when met with the accident are eligible for Personal Accident Relief / Accident disability relief and where the accident results in death, their nominees are eligible for Personal Accident Relief.  Accident results any bodily injury or loss of limbs or loss sight resulting solely and directly from accident arising out of and in the course of his employment, the manual worker is eligible for accident disability relief.

1.Natural death Assistance:
If a registered manual worker dies naturally, the nominee of the deceased registered manual worker is eligible to avail this benefit.
2. Funeral expenses Assistance:
If a registered manual worker dies, the nominee of the deceased registered manual worker is eligible to avail this benefit to meet the funeral expenses of the deceased registered manual worker.
3. Educational Assistance:
The registered manual worker is eligible to avail this benefit for the education of their Children only two children of a registered manual worker shall be given this assistance, and Where both husband and wife have applied for assistance, one of them alone shall be eligible for such assistance.
4. Marriage Assistance:
The registered manual worker is eligible to avail this benefit to meet the marriage expenses of the applicant or his son or daughter.  The family of a registered manual worker can avail this assistance only twice.  The registered manual worker shall have attained the age prescribed by law for marriage and the person for whose marriage the assistance is sought shall have attained the age prescribed by Law for marriage.  Where both husband and wife have applied for assistance to the marriage of his son or daughter under this clause, one of them alone shall be eligible for this assistance.

5. Maternity Assistance / miscarriage of pregnancy or the termination of pregnancy:-
The registered female manual worker is eligible to avail this benefit.  This assistance can be availed only twice based on the proof produced by her of her pregnancy or delivery of child by her or the miscarriage of her pregnancy or the termination of pregnancy.  The registered female manual worker shall not be given this assistance if she already has two children.
6. Spectacles Assistance:
The registered manual worker is eligible to avail this benefit towards reimbursement of cost of spectacles.  The assistance shall be restricted to 65 registered manual workers per year in each district on “First come – First serve” basis depending upon the applications received.  This assistance shall be given to a registered manual worker only once.
7. Pension Scheme:
Every registered manual worker who has completed 60 years of age is eligible for pension.  Provided that a manual worker who has not completed 60 years of age but registered with the Board is also eligible for pension, if he has become disabled due to sickness and incapacitated from normal work.
Family Pension:
Every registered manual worker who is in receipt or pension dies, this spouse of such manual worker is eligible for family pension.  (This is applicable only to Tamil Nadu Construction Workers Welfare Board).
