Central Government Schemes
MEMBER OF PARLIAMENT LOCAL AREA DEVELOPMENT SCHEME(MPLADS):
The objective of this scheme is to fill the gap existing in the infrastructure facilities created through various Central and State Scheme thereby enabling wholesome development in both rural and urban areas. The Government of India has enhanced the MPLADS funds outlay from Rs.2.00 crore to Rs.5.00 crore per annum MP from the financial year 2011-12. The administrative expenses have also been increased from 0.5% to 2% of the annual entitlement of Rs.5.00 crore from the year 2011-12.Each MP identifies and proposes the works to be executed in his Constituency. Under the scheme, each MP has the choice to suggest to the District Collector for, works to the tune of Rs.5 Crores per annum to be taken up in his/her constituency. The Rajya Sabha Member of Parliament can recommend works in one or more districts in the State from where he/she has been elected. The Nominated Members of the Lok Sabha and Rajya Sabha may select any one or more Districts from any one State in the Country for implementation of their choice of work under the scheme. The District Collector gives administrative sanction for the works. The guidelines contain an illustrative list of works that may be taken up and a ‘negative list’ of works not permitted under this scheme. Under the scheme, all maintenance works of any type are prohibited. Desilting of ponds, rivers, tanks, canals, etc, are also treated as maintenance activities and cannot be taken up under MPLADS. The District Collector will accord administrative sanction for the chosen works and will also identify the implementing agency.
PRADHAN MANTRI GRAM SADAK YOJANA(PMGSY):
The Government of India launched Pradhan Mantri Gram Sadak Yojana on 25.12.2000 to provide all weather roads, to all rural habitations with population more than 1,000 in the first phase within the year 2003 and to all habitations with population between 500 to 1000 in the second phase with in the year 2007. This is a 100% Centrally Sponsored Scheme.
The Government of India, Ministry of Rural Development has recently sanctioned 7 Road works in 25.998 km length under PMGSY Phase-X vide G.O.(MS) No. 909RD&PR (CGS-II) Dept. Dated : 01.08.2016. All works were started.
Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS):
Introduction:
In Thoothukudi District MGNREGS is being implemented from 1.4.2008 onwards.
The main objectives of the MGNREGS are.
- Enhance the livelihood
- Providing 100 days employment to every house hold
- Guaranteed wage of Rs.205/- to both men & women at equal rate according to quantity of work done as per G.O.(MS)No.45 RD & Pt. Raj (CGS-1) Department dated 03.04.2017 with effect from 01.04.2017

Mode of Payment:
- The MGNREGS beneficiaries have opened Bank accounts and linked their aadhar number with the Bank Accounts. The funds for wages is released from central Govt. and wages is directly transferred to the beneficiaries accounts
through N-efms from 01.04.2017 - The Govt commenced the process of conversion into e-fms for Administrative and Material Accounts from 01.04.2017 onwards at Block / District Level and also the Village Panchayats MGNREGS Account No.IV accounts have been closed
Help Line Service:
There is a Provision of “1299”short code for NREGS helpline, So that workers under MGNREGS can contact the respective District Collector concerned for expressing their grievances and complaints.
TOTAL SANITATION CAMPAIGN – SWACCH BHARATH MISSION(G):
‘Total Sanitation Campaign’ (TSC) launched by Government of India to cover all households with sanitation facilities and promote hygiene behaviour was introduced in Cuddalore and Coimbatore district, initially in 1999 and extended in phases to all other districts in Tamil Nadu by 2004. The Scheme was renamed as ‘Nirmal Bharat Abhiyan (NBA) to accelerate sanitation coverage in rural areas.
The Government of India has now launched Swachh Bharat Mission (Gramin) on 2nd October 2014, the successor programme of NBA, to accelerate the efforts to achieve universal sanitation coverage and to achieve Swachh Bharat by 2019 as a tribute to the 150th Birth Anniversary of Magathma Gandhi.
Individual Household Latrine:
The incentive amount provided under SBM(G) to BPL/Identified APLs(SCs/STs, Small and Marginal farmers, Landless Labourers with homestead, Differently Abled and Women Headed households.) households shall be upto Rs,12,000 for construction of one unit of IHHL. This amount is fully provided under SBM (G) with Central share of Rs.9,000/- and State share of Rs.3,000/- without beneficiary contribution. All houses constructed with the Central or / and State assistance should invariably have suitable sanitation facility as an integral part.
STATE SPONSORED SCHEMES THAI-II 2016-17:
Tamil Nadu Habitations Improvements (THAI-II) Scheme:
Under THAI Scheme, Minimum Basic requirements like Water supply, Street lights, Roads, Improvements to Burial Ground, Pathway to Burial Ground, Additional requirements like Anganwadi centres, Public Distribution Shops, SHG Buildings, Threshing Floor, Play Ground and other needy works were takenup in five phases from 2011-12 to 2015-16.
Since, the Basic requirements of all the 12,524 village panchayats were fulfilled to the maximum extent, it is proposed to take-up the following 3 category of works in the village panchayat under THAI Scheme –II.
- Improvements of MI Tanks (40%)
- Road works (40%)
- Basic Infrastructure and Amenities (20%)
Improvements to Minor Irrigation Tanks:
The main objective of the programme is to ensure comprehensive rehabilitation of Minor Irrigation tanks which are under the control of panchayat union, so as to restore the tanks to their full capacity, increase ground water recharge, prevent surplus run off and breaches in the water bodies and also to regulate the storage of water for drinking and agricultural purposes, thereby ensuring sustainable drinking water supply and increasing the crop productivity and area irrigated.
Roads – Permitted works:
- Upgradation of the Non BT Roads to BT Standards
- Strengthening of existing Damaged Roads
- Maintenance of existing damaged BT Roads which refer renewal
Basic Infrastructure and Amenities:
Even though provision of essential Basic amenities like water supply, street lights, road connectivity, Burial Ground and Pathway to Burial Ground have been fulfilled to major extent during the implementation of THAI Scheme, during 2011-2016, still there are some basic needs which are to be addressed especially in tribal habitations, SC habitations, SC colonies act certain major habitations and also the new habitations developed because of Government interventions in terms of Housing Schemes. Some of the Basic Infrastructure gaps still need to be addressed are water supply so as to maintain the 55 LPCD standard, Street lights in new habitations, Burial Ground/Pathway to Burial Ground especially in those habitations where Adidravida Welfare Department created new Burial Grounds, Improvement of Streets / Lanes in the newly developed areas and improvement of village panchayat and panchayat union roads. As a measure of fulfilling these identified infrastructural gaps, it has been decided to take-up Water Supply, Street Lights, Streets / Lanes improvements and Burial Ground / Pathway to Burial Ground works in THAI Scheme –II to be implemented for another five years from 2016-17 to 2020-21.
AMMA PARK – 2016-17::
The Honourable Chief Minister has made an announcement under Rule 110 on the floor of Tamil Nadu Legislative Assembly on 29.08.2016 that 500 Amma Parks will be established in Rural areas during this financial year at a cost of Rs.100 crore at the rate of Rs.20.00 lakh per park in order to provide recreational infrastructure facilities in Rural areas on par with urban areas.

Identification of Amma Park and Components of Amma Parks:
- The District Collector shall select the panchayats based on availability of site for park in the midst of habitation and also taking into consideration of the availability of general funds of the village panchayats. i.e., more than Rs.20.00 Lakh annual income and receiving a Grant of Rs. 20.00 lakh and above under 14th Finance Commission Grants and State Finance Commission Grants for that village. If any shortfall is found in allocation in any panchayat, General fund of the concerned panchayat or panchayat union fund can also be dovetailed
- Amma Park shall be taken up only in Village Panchayats wherever the lands of an area of about 15,000 to 20,000 sq.ft. vested with panchayat is available for developing the Amma Parks or in the OSR (Open Space Reserved) Lands handed over to the village pancahayts
The Amma Park should have the following provisions,
- Foot path in Cement Concrete or Paver Block
- Lighting arrangements with LED bulbs.
- Cement / Granite topped benches (or) stainless steel benches.
- Toilet for women, children and elderly people.
- Water facilities for drinking, garden maintenance and toilet.
- Children play area with play materials
- Welcome Arches with Creepers (Steel) and exit.
- Compound wall with safety grill provision or with precast materials.
- Additional facilities for physical fitness wherever space is available.
- information boards and instruction board shall be erected at appropriate locations with proper captions.
- Pebble walk and provision for “8” shaped pebble surface may be provided wherever required
Amma Gym – 2016-17:
The Honourable Chief Minister has made an announcement under Rule 110 on the floor of Tamil Nadu Legislative Assembly on 29.08.2016 that 500 Amma Gyms will be established in Rural areas during 2016-17 at an estimate cost of Rs.50 crores in order to enhance the Physical fitness and mental strength of rural youth. One of the discretionary duties of Village Panchayats is to provide necessary facilities for the establishment of Playgrounds, parks, sports clubs, and centres of physical culture for the welfare of the people in rural areas. Based on this, it has been decided to create 500 Amma Gyms at the Rate of Rs.10 lakh per Gym in rural areas in 2016-17, at an estimate cost of Rs.50 crores.
Out of the amount Rs. 10.00 lakh per Gym Rs.4.21 Lakh will be allocated for procurement of Amma Gym equipments and the remaining amount of Rs. 5.79 lakh per Gym will be utilized for the Construction of shed with colour coated galvanized sheet roof, flooring with kotta stone, colour painting and doors etc., and the total area of the Amma Gym will be 1161 sq.ft.

- It helps the rural youth to do physical exercise and keep their body fit
- Increase the health consciousness of the rural mass and prevents diseases
- Enhances the mental strength of the youth
- Prepares the youth for sports and games
Identification of Amma Gym Locations
Amma Gyms will be established in the space available in Amma Parks and will be maintained by village panchayats.
Member of Legislative Assembly Constituency Development Scheme (MLACDS)-2017-18
Member of Legislative Assembly Constituency Development Scheme is being implemented in Tamil Nadu in order to identify and execute the essential infrastructure works in the assembly constituencies. The MLAs identify infrastructure gaps in the constituencies and propose the works to be executed under the scheme. The scheme is being implemented both in rural and urban areas. From 2011-12 onwards, the fund allocation per constituency under the scheme had been increased from Rs.1.75 crore to Rs.2.00 crore per constituency per annum.
Out of the allocation of Rs.2.00 crore per MLA, under Member of Legislative Assembly Constituency Development Scheme, an allocation of Rs.1.10 crore should be earmarked for ‘tied component’ which is to be mandatorily earmarked for priority works specified below. Out of the remaining ‘untied component’ of Rs. 90.00 lakhs, the Member of Legislative Assembly can choose any works of their choice not falling within the ‘negative list’ or the works earmarked under ‘tied component’ also. The detailed guidelines are given below.
WORKS TO BE TAKEN UP UNDER TIED COMPONENT OF Rs.1.10 CRORE (only water supply works for the year 2017-18)
In view of unprecedented drought and due to the defict rainfall of North-East monsoon by 62% viz-a-viz normal rainfall during 2016 in Tamilnadu, the ground water level has gone down in all the districts, besides drying up of the drinking water sources. Hence, there is an urgent need to take up more number of water supply works in order to enable regular Supply of drinking water. Further there is a need to pool all the available resources to take up water supply work in order to mitigate the drinking water crisis. Apart from that, the Members of Legislative Assembly have been requested to give priority for Drinking water supply in their constituencies. Hence, in order to mitigate the drought situation, each MLA shall utilize the sum of Rs.110.00 lakhs under “tied component” of Member of Legislative Assembly Constituency Development Scheme for water supply works. This priority of allocation is applicable only for the year 2017-18.
WORKS TO BE TAKEN UP UNDER UNTIED CCOMPONENT OF RS.90.00 LAKH
Any work not falling within the ‘negative list / prohibited works’ can be taken up under the untied component of MLACDS. Works falling under the tied component can also be taken up under untied component of Rs.90.00 lakh. Construction of Bus passengers shelters is permitted under this component.
CHIEF MINISTERS SOLAR POWERED GREEN HOUSE SCHEME (CMSPGHS)- 2017-2018:
Salient features of the Scheme:
- The people living in rural areas are eligible to be beneficiaries of the Solar Powered Green Houses
- The supply, installation and commissioning of solar panels and lights are to be undertaken by Project Director. District Rural Development Agencies of the Districts concerned by following established procedures. The Director, Rural Development & Panchayat Raj is eligible to issue necessary executive instructions regarding the installation of solar lights in consultation with the Additional Chief Secretary, Rural Development and Panchayat Raj Department
- Each house is built with an area of 300 square feet at a unit cost of Rs.2.10 lakh fully funded by the State Government
- Each house consists of a living room, bed room, kitchen, toilet and verandah apart from Rain Water Harvesting provision
- Each house is provided with 5 solar powered Light Emitting Diode (LED) one each in bed room, living room, kitchen, toilet and verandah. Each beneficiary is given the option to have an electric connection powered by TNEB, which will be metered
- The unit cost is Rs.2.10 lakh per house. Out of this Rs.1.80 lakh shall be allotted for construction and the amount required for Solar Powered Lights shall be released by the Director of Rural Development and Panchayat Raj based on requirement
- Both the construction of houses and installation of solar lights shall be taken up by the Rural Development and Panchayat Raj Department
- The Green Houses are constructed either in situ (replacing his/her existing dwelling structure) or in the land owned by the beneficiary elsewhere in the Village Panchayat. No land acquisition is envisaged under this scheme. Only people with patta for their sites are eligible under this scheme
Eligibility of the Beneficiaries:
The beneficiary should:
- Reside within the Village Panchayat
- Own a site of not less than 300 sq.ft. area
- Have clear patta for the site/house in the name of the head of the family or any other member of the household
- Not own any other pucca concrete house in the village or elsewhere
- Not have been benefited under any other housing scheme of the Government
Pradhan Mantri Awas Yojana – PMAY(G) 2016-17
Identification and Selection of Beneficiaries:
Central Government Ministry of Cabinet has approved Pradhan Mantri Awas Yojana PMAY(G) on 23.03.2016 to provide houses for all houseless Beneficiaries by the year 2022.
Moving away from BPL list, the universe of eligible beneficiaries under PMAY (G) will include all the houseless as per SECC-2011 data and select beneficiaries on the basis of resolution passed in Grama Sabha Meeting.
There will be multilayered prioritisation within the universe of eligible PMAY (G) beneficiaries. Priority will first be assigned on the basis of parameters reflecting housing deprivation in each category viz., SC/ST, Minorities and others.
Priority is given for selection of beneficiaries based on the following categories.
- Households without shelter
- Destitute / living on alms
- Manual scavengers
- Primitive tribal groups
- Legally released bonded labourer
Priority is also given for selection of beneficiaries based on the following SECC Data.

- Households with no adult member between age 16 to 59
- Female headed households with no adult male member between age 16 to 59
- Households with no literate adult above 25 years
- Households with any disabled member and no able bodies adult member
- Landless households deriving the major part of their income from manual casual labour.
- Preference is given to the following households in the selection of beneficiaries from others category

- Households with widows
- Households where a member is suffering from leprosy or cancer and people living with HIV.
- Households with a single girl child.
- Beneficiary families of the Scheduled Tribes and other Traditional Forest Dwellers.
- Transgender persons.
- The Minimum unit (house) size has been enhanced from 210 Sq.Ft to 269 sq.ft under PMAY(G).

INTRODUCTION:
Public participation is a pre-requisite in planning, organizing and funding of community assets in order to ensure the sustainability of those assets. Self Sufficiency Scheme is being implemented by the Government from 2011-12 onwards to encourage and improve the self reliant attitude of public and to enhance their increased participation in creation and maintenance of community infrastructure. This kind of participatory approach involving contribution by public and supplemented with Government funds enable the people in attaining “Self Sufficiency” in terms of the actual requirements perceived by the community.
Self Sufficiency Scheme will be implemented both in rural and urban areas.
PUBLIC PARTICIPATION:
The minimum public contribution for any of the identified work should be one-third of the estimate amount for the work. If the public contribution is made 50% of the estimate amount the public or contributors opt to execute the work themselves or through their agency. But in case of desiltation of PWD and Town Panchayat tanks even if the public contribution is 50% or more, the work should be executed only through tender.
PROCEDURE FOR SELECTION OF WORKS UNDER ‘SELF SUFFICIENCY SCHEME:
Request in the form of an application indicating the works to be taken up with consent and for contributing one-third or 50% of the amount as the case may be by the public has to be given to the District Collector.
The District Collector shall ascertain the actual need and feasibility of the work to be taken up with reference to the norms of the scheme. After justifying the need, the District Collector will call for the detailed estimates from the implementing agency. Then, the applicant has to deposit the prescribed amount by means of Demand Draft to the District Collector or Project Director, District Rural Development Agency so that sanction can be given.

- Construction of buildings, laboratories, toilets, cycle stands and compound walls / fencing to Government Schools, Adi Diravidar and Tribal Welfare Schools, Panchayat Union Schools and Kallar Reclamation Schools, Government Colleges and Government Hostels.
- Construction of buildings, compound walls and fencing to Government Hospitals, Primary Health Centres, Sub-centres, Veterinary Dispensaries, Livestock Centres and libraries. Construction of compound walls and other common facilities in Burial grounds including the Burial grounds belonging to public Wakfs registered with the Tamil Nadu Wakf Board will also be taken up.
- Construction of Libraries in Rural and Urban areas, Noon Meal Centres, Anganwadis, School Kitchen sheds and Public Distribution Shops in rural and urban areas. Wherever construction of libraries are undertaken care should be taken that adequate contribution has been made for the procurement of books.
- Creating community assets like community buildings, Drinking water supply, cement concrete roads and threshing floors in rural and urban areas.
- Maintenance of all community assets. Priority should be given for the maintenance of Integrated Sanitary Complex for Women and Men.
- Construction of Integrated Sanitary Complex for Women and Men
- Construction of bridges, culverts, upgradation of gravel / WBM roads to BT standard, renewal of worn out BT roads, improvement of streets and lanes with brick or metal stones or cement slabs or cement concrete.
- Formation, improvement and maintenance of Parks, Play Grounds, traffic Islands, Fountains, Street lights (including solar lights)
- Purchase of furniture, computers and accessories for Government Schools and Panchayat Union

- All types of works related to solid and liquid waste management and works related to improving the sanitation conditions of the environment.
- Provision for Solar lights in Anganwadis and other Public buildings owned by Government and Rural and Urban local bodies.

CONDITIONS STIPULATED:
The suggested list of permissible works may be taken up subject to the following conditions:

- No permanent structure should be constructed without prior permission of the owner of the property.
- No rights can be claimed by the contributing person / entity over the property / use of property.
- The contributors who execute the work may display their names in the name board at the place of execution of the work with the prior permission of the District Collector. The name of the scheme ‘self Sufficiency Scheme’ should be displayed in not less than two-thirds of the size of the name board. The name board may be permitted to be put up by the contributors in such a manner that it does not affect the aesthetic value of the building / site. However the contributors should not claim any right or lease over the property.
- If the District Collector feels that the contributors have not shown any interest in the work or in case of violation of any of the prescribed conditions, the order issued for execution or maintenance of the work shall be cancelled and further continuance will not be permitted.
